Planning Application for Snitterfield Playing Field

A planning application has been submitted by Snitterfield Parish Council for a community pavilion on Snitterfield Playing Field. A flyer has been distributed to nearby residents.  Download the flyer (print version)

Dear Resident,

Snitterfield Parish Council has submitted a planning application in partnership with Snitterfield Cricket Club and Snitterfield Nursery School CIO. The proposal is to build a replacement pavilion and improved car park in the corner of the Wolverton Road playing field. This leaflet has been written to provide you with information and to help answer any questions you may have.

What is proposed?

Snitterfield Parish Council is sole trustee of Snitterfield Playing Field. It has committed to work with Snitterfield Cricket Club and Snitterfield Nursery School CIO to replace the dilapidated pavilion on the playing field. In addition, the application proposes to extend and improve the car park and site additional storage units to the north side of the pavilion.

Why is it needed?

The existing pavilion is unfit for purpose. It has been agreed that renovation would be uneconomic. Both Snitterfield Cricket Club and Snitterfield Nursery School CIO are non-profit organisations in need of a new “home”. A replacement pavilion will bring additional benefits to the parish including:

  • Securing the future of two Snitterfield organisations
  • Providing an improved facility for other community uses, e.g. Village Fete
  • Safer car parking for those using the playing field
  • Income generation to fund maintenance and improvements to the playing field
  • Additional storage for equipment owned by other village groups
  • Replacing the existing eyesore with an asset local residents can take pride in

What are the details of the proposed pavilion and car park?

The replacement pavilion (18.5m x 12m) will be in the same location as the existing building (15m x 8m). The existing car park will be widened to include the unused strip of land between it and the hedge  on the southern boundary. The existing garage will be removed and a larger (10m x 10m) storage facility will be created between the pavilion and the cricket practice net. Detailed plans are now available on Stratford on Avon District Council’s planning portal.

What consultation has taken place?

A Playing Field Working Group was set up by Snitterfield Parish Council in 2018.  All current and potential users of the field were invited to join the meetings. From the discussions, Snitterfield Cricket Club and Snitterfield Nursery School CIO found a common need for a new home. In 2019, every household in the village was invited to an Open Day in Snitterfield Village Hall where the two organisations presented an outline proposal for a replacement pavilion suitable for combined use. The feedback received was overwhelmingly supportive. Snitterfield Parish Council is the sole managing trustee of Snitterfield Playing Field; it has taken considerable time and legal advice to ensure the proposal is viable and in line with the objectives of the registered charity.

I am a nearby resident with concerns – who do I contact?

A planning application has now been submitted. The project will have major benefits to the parish. It is hoped that development will have little impact on nearby residents, other than the inevitable disruption during the build. How does this relate to Snitterfield Sports Club’s development?

This proposal is entirely separate from Snitterfield Sports Club, which has now secured permission to replace its clubhouse with a new building on its own land on the other side of Wolverton Road.

What are the timescales?

Significant funds will be needed to complete the project; all organisations have given a financial commitment which will need to be supplemented. However, analysis of existing grant opportunities has demonstrated that the project is viable. Once planning permission has been secured and a fully costed scheme has been agreed, then a fundraising campaign will be launched – end 2022?

What about improvements to the play equipment?

This will be done as a separate initiative. Snitterfield Parish Council has committed to form a new Charitable Incorporated Organisation (CIO) responsible for the management and improvement of Snitterfield Playing Field. The charity will be eligible for major grants towards renovation of the play area and income from users of the pavilion and playing field will provide future income for maintenance
